Statement of Rental Policy
1. We are an equal opportunity housing provider
- We fully comply with the Federal Fair Housing Act. We do not discriminate against any person because of race, color, religion, sex, handicap, familial status, or national origin. We also comply with all state and local fair housing laws.
2. Apartment availability policy
- Apartments become available when they are ready to rent. A vacant apartment will not be deemed available until it has been cleaned, repainted, and prepared as necessary for a new resident. We update our list of available apartments, as each apartment becomes available. An apartment that was unavailable in the morning may become available later that same day.
- In addition, availability changes based on the applications we have at the time. Approved applications are given apartments on a first-come-first-serve basis.
3. Occupancy Guidelines
- Federal Housing Guidelines based on occupancy per square foot limit the number occupants in our 2 bedroom and 3 bedroom apartments. We can allow a maximum of 4 (four) persons to reside in a 2 bedroom apartment and 5 (five) persons in a 3 bedroom apartment.
4. Application Process
- We evaluate every apartment application in the following manner. You must be of legal age as defined by the State of Maryland. You must submit a rental application and answer all questions on the form. We will determine whether, from your responses to the application questions, credit report, criminal history, and employment and rental references to confirm that they meet our rental criteria. If you do not, we will reject your application. If you meet our criteria, we will approve your application. This process takes between 3 and 5 business days (Monday – Friday). We will rent available apartments to applicants in the order that their applications are approved.
5. Rental Criteria
- Income: Your yearly income should be at least 80% of the local median income as published yearly by the Hagerstown Housing Authority based on the number of people that will be living in the apartment (If you have questions, contact the office). You should be able to provide to us your 2 (two) most recent paystubs or most recent years tax return as proof of income.
- Rental History: You should have satisfactory rental references from prior landlords. If you have ever been evicted or sued for lease violations or currently owe money to your landlord, we may reject your application.
- Credit History: Your credit record must currently be satisfactory. If your credit history shows unpaid debts or prior judgments, we may reject your application.
- Criminal History: If you have ever been convicted of a felony, we may reject your application. If you have ever been convicted of a misdemeanor involving dishonesty or violence, we may reject your application. If you have ever been convicted of drug abuse, your application may be rejected. If you are a registered sex offender or have had a conviction involving sexual misconduct, your application may be rejected.
Co-signers: We may accept a co-signer on your application if necessary. Co-signers must meet similar requirements as a normal applicant in order to be approved.
